About Me

Full Professor at the Department of Information Systems, School of Engineering, University of Minho, Portugal, and researcher at Centro ALGORITMI. He is also Adjunct Professor at the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV), Guimarães, Portugal. Graduated in 1983 at Universidade do Minho in Systems and Informatics Engineering. That same year joined Universidade do Minho as a junior instructor. He holds a PhD in Computing (Information Systems) from the University of Manchester Institute of Science and Technology (UMIST), UK (1991). His academic interests focus on the fundamentals of information systems (involving information, information technology, and human, organizational, and social dimensions) and on enterprise development interventions that involve the implantation, use, and exploitation of information technology. He is also interested on research approaches, and methods and on curricula and education in information systems. Throughout his career, he performed managerial duties in several institutional bodies, including head of department, interim dean and vice-dean of the School of Engineering, president of the School’s General Council, vice-director of the School’s educational board, member of the UMinho’s Senate, program director (bachelor, master, doctoral). He is currently UMinho's institutional ombudsperson. He also performed several other duties related with the (re)design, evaluation, and management of degree programs. He was one of the founders of the APSI – the Portuguese association in IS (currently an AIS national chapter) and of its annual conference – CAPSI (serving currently in the CAPSI’s advisory board). In the context of AIS activities, served as Co-Programme Chair of ECIS 2017 and was member of MSIS 2016, a joint AIS-ACM task force for defining a Master curriculum in IS. He served as national representative in IFIP TC8 for several years until 2009. He also collaborated with IFIP TC3, serving as organizing chair of SaITE 2016 - Stakeholders and Information Technology in Education, an IFIP TC3 joint conference. He performed consultancy, auditing, and training activities in IS and IT matters for several private companies and government institutions. Member of the external advisory board of GPTIC, a Portuguese project for the rationalization of IT use in government and public administration (2012-2015). Member of the external advisory board of CISUC, a research center at University of Coimbra (2012-2018). Since 2013 he has collaborated with the Portuguese agency for the evaluation and accreditation of higher education programs - A3ES (Agência de Avaliação e Acreditação do Ensino Superior). He participated in the evaluation and accreditation of degree programs (bachelor, master, and doctoral) in information systems, management, and computer science/informatics.
